"For meritorious achievement while participating in an aerial flight along the western coast of Formosa on 7 February 1945. Major Adams led a section of 6 P-51 aircraft which flew as cover for B-25's on a low-level strike against shipping along the western coast of Formosa. While the bombers were strafing and bombing a freighter, Major Adams sighted a small enemy submarine surfaced approximately 300 yards from shore. He led his flight on a straifng run over the vessel and scored hits aft and around the conning tower.
